Peony will not bud #566845

We have several peony plants in a large above ground planter. There are approximately 12 plants. Only one of them does not bud. The plant looks very healthy. It did not bud last year but had been blooming years before.

Hello, this does seem strange for the peony to stop producing buds after it had done so before. Things that typically cause peonies not to bud and bloom are being planted to deeply, not enough sunlight and lack of fertilizer. A plant that was divided or moved will also take a few years to start flowering again. If none of these items makes sense for your plant I am at a loss about the cause for the lack of buds.
