Is this Lobelia? #564817

I transplanted some Lobelia plants given to me. Nothing came up the 1st yr & thia year I have what I believe to be Lobelia however since they have not flowered others tell me its a weed. Please tell me what you think.

These look like they could be great blue lobelia (Lobelia siphilitica). https://www.marylandbiodiversity.com/viewSpecies.php?species=1679 We would need to see the flowers to know for sure.
