colorado blue spruce - branches browning #558911

we've had this 11 ft cbs planted 1 year ago and now it has developed some browning of branches. this is not happening from the bottom and doesn't appear to be happening from the inside out.

the root ball is very wet and seems to hold it's moisture quite well. (i use a long probed moisture meter.)   the tree farm were it was purchased from advised to spray it with a broad spectrum fungicide and sold us :  https://www.fertilome.com/product/broad-spectrum-landscape-garden-fungicide-16   

rain expected later today and for next several days so i have not yet applied. 

 not sure if it is fungal or stress? might be too wet?   thanks in advance!

Unfortunately, from the photos we are not able to identify what the problem is.

It's possible it's winter desiccation (winter burn/drying).  https://extension.colostate.edu/docs/pubs/garden/07211.pdf

Or, you're right it may be too wet. Blue Spruce need high - medium moisture (meaning winter watering during warm dry spells is good). https://extension.colostate.edu/docs/pubs/garden/07403.pdf

What direction is it planted in? Is it on the North or South side of your house? Blue spruce prefer shady, cooler areas (where less water is required). https://extension.colostate.edu/docs/pubs/garden/07421.pdf.

You're welcome to bring in a sample of healthy and affected tissues (on the same branch) that is 18" long. It's $7 for diagnostics if your a Boulder County resident. Our address is 9595 Nelson Road, Longmont CO (in the basement of the agricultural building).

Also please take photos of the ground around the tree (so we can see how it was planted), and of the other sides of the tree so we can see if it extends around. It could be a root injury as well.

We would advise not applying a fungicide until you know if it's a fungus problem.

Thanks for your reply.  Will probably take a branch in for testing but in the meantime here are responses to your questions.

tree is planted on north side of home, NW corner of the lot.  it gets decent shading from a large tree on lot just to the west of it.

it appears to me that the browning branches are all occuring at the same height - bottom and top look pretty good.

Thank you for the pictures.  Some other questions:  Is it planted on a mound if so why?  Did you water it during our winter dry spell?  Is it on a drip or soaker hose irrigation?  Are the branches dried out or are they pliable?  When you touch and look at the end buds are they dried out or green?  It is still early in the season and there might be some frost damage from the winter. 
  To get a good diagnosis bring in an 18" branch for our diagnostic team.   Its hard to tell from the picture what is happening to the tree.
