My spruce tree that was put in last year has needles turning brown on the lower branches. Not wide spread yet and would like to get it diagnosed in order to get it treated as soon as possible, but don’t want to treat it incorrectly.

Kudos for noticing the problem. This appears to be consistent with winter burn. Norway spruce do have a tendency to suffer from this. Dry desiccating winter winds or sudden temperature drops can be factors. Keep an eye out for other signs and symptoms that may indicate other problems. Take a look at the following link :
