I have a raised bed that I intended to start planting soon. Which vegetables can I plant directly as seeds into the garden? And do I need to wait until after May 10?

Raised bed gardens are a wonderful idea for vegetable planting. In Delaware, the last frost for 2019 is expected to occur around 5/1 and 5/10. Regardless, there are a wide variety of vegetables that can be planted throughout the year.
