How did you obtain this fertilizer?  Was it from a friend, or was it removed from the original packaging?  Ideally you should find out the brand and then look up the product details on the internet to find the directions.  It's likely the fertilizer should be dissolved in water and then applied to your plants.  In general, you do not want to fertilize plants until there is enough leaf growth to indicate the plant is actively growing.  For most of these types of 'balanced' fertilizer, what I do is dissolve a tablespoon in a gallon of water and then take that solution and take a quart (1/4 of a gallon) and dilute that up to a gallon and then water with that solution.

If this is a granular fertilizer, then using no more than one or two tablespoons per plant and scratching that in around the drip line of the plants and then water thoroughly.  In both cases I would be very conservative in applying the product to any plant since I don't have the original packaging.  In the future you may want to avoid the practice.
