What is this plant? It is planted at Columbus State. It has red flowers with small yellow-green fruit

I am not familiar with Columbus State so I was not sure what that was and the picture leaves a lot to be desired but there is a flowering quince bush (Chaenomeles speciosa) that can have white, pink or red flowers late in the year or early spring and Cydonia produces yellow fruits that are edible but tart. Old varieties had thorns but newer varieties are thornless and some do not produce messy fruits. I think your picture must be a bush but it is hard to tell.
Common quince trees (Cydonia oblonga) also have red or pink flowers and produces irregular yellow pear shaped fruits in the fall.
