It is difficult to precisely identify the problem based on the photos alone, but it appears to me that the shrubs (hollies) are experiencing some kind of environmental stress.  

It would be best to bring in samples to the local Extension Office located at 384 Halls Lane, Shepherdsville KY 40165.  In the meantime, here are some links to information about hollies and how to care for them.
