It looks as though there is no bark around the base of your tree. Either it was chewed by an animal or it was damaged by someone at some point. There is nothing you can do to fix it the tree will die. The leaves have a gall on them but that is not a serious problem. If you choose to replace it do not mound mulch up the trunk and wrap the trunk to protect it from damage.
