What is this white substance that keeps coming back in my landscape? How do I control it?

This is definitely a fungus, but we can't determine what kind it is. It is a sign that there is something in that location that is very rich in organic matter and it's using that as a food source. Did you place anything in that area? Compost? Food scraps?
