Large Evergreen Shrub Shedding Needles #478696

I have a large evergreen shrub that is turning brown/yellow in large sections and shedding needles.  Is this natural shedding or is something else going on?

These are great pictures, but it is still difficult to determine what kind of evergreen shrub you have. I thought it looked like a mugho pine. To me, the browning does not look normal. If it is a mugho, they have low water needs. Looking at the pics, we noticed the irrigation system, the fence, and the twine. So we started to question if the fence was new, is the shrub getting too much water, could the twine be girdling the trunk...I have attached a few links for your reading pleasure. The die back does appear to be on the older needles and this year's candle growth looks great. If this is a valuable planting, I would consult an arborist.
