Both White Pine and Spruce dying at the top. Appears to be tiny holes all around the dying main top. If you think this is insect activity, did they kill the tops or did the tops die out from something else and then the insects found them? If I need to treat with insecticide, could you recommend one?

You may have yellow bellied sap suckers. They peck holes in a circle around the trunk and drink the sap. Here is a fact sheet with pictures of the holes.It's difficult to treat a tall tree. If you decide to do so, you should call a landscape professional.
