What is this plant that has 3 tiered yellow blooms, small flowers in clusters on separate stalks from a leafy foundation? Believe it is a perennial as it dies back in the winter.

Hi,
The plant is Phlomis russeliana, sometimes called Jerusalem sage or Turkish sage.
