This is a white eyed drone bee. I am not familiar with this bee. Most bees do sting and can cause swelling.

I think that identification is incorrect. it is a Bald-faced Hornet (Dolichovespula maculata), and they have a powerful sting. There would usually be a lot of pain, not just a swelling.
