Leaf spot on ~18-year-old aspen #465605

1.5" tree planted in irrigated suburban lawn in 2003, low foot-traffic area next to driveway, Arapahoe/Quebec area, approximately 5600' elevation.

Little galls started appearing ~5 years ago, I thought it was insects.  Last year, leaf spot started, causing leaf drop, and again this year.  I now think it is a fungus.  Is there a foliar or systemic treatment I can use this season?  What should I do next year, other than clean up leaves?  Is there a soil/systemic treatment that can be used?

Thank you. That publication says:

"Check with your Colorado State University Extension county office or Colorado State Forest Service district forester for specific fungicide recommendations."

Do you have any recommendations?
