We have a ton of weeds this year that have popped up in our landscape rock. Do I need to pull all of them by hand, or is there another way to get rid of them? (spray, etc.)? Or maybe they are annuals and won't return?

You can treat these with a broadleaf herbicide product. Be careful because the herbicide will also kill other broadleaf plants like perennials, annuals and shrubs. Protect desirable plants with a cardboard box .
You can also use a flame thrower or propane torch to burn the weeds because they are in rock mulch. Again, take care not to burn desirable plants and keep the flame away from wood and mulch.
You can also apply a preemergent herbicide like Preen on the rock mulch to prevent annual seed weeds from germinating. You should do this early in spring to prevent the seeds that overwintered from germinating.
For all chemicals - berbicides, fertilizer, etc. - be sure to follow all directions on the product labels. This includes application rate and frequency, concentration, protective clothing, and storage of unused product. The label is the law, and improper use of the product is against the law.
