It looks like damage from Roseslug. Information on these sawflies is in the link I am giving you. But look at the other possibilities. Are there canes dying? I cannot tell from your photos but look at the rose stem girdler section also. http://www.extension.umn.edu/garden/diagnose/plant/annualperennial/roses/leavesdiscolored.html
