Our house in Duluth recently had a silver maple removed because it was rotting and had grown into the electric lines for two houses. Half of the back yard has electric lines running through them. I can plant a trees in such a way it is ten feet from an electric line. Should I plan a tree or leave the back yard treeless due to the electric lines.

Your photo seems to show that the lines are above ground. There are trees that stay small. You may want to consider ornamental crabapple trees. There are others that also stay small. I recommend that you visit a full service garden center and take a look at the mature size of any tree you are considering. Pagoda dogwoods are shorter but they get wide.
