What are these and how do I get rid of them safely, Maybe eve without chemicals. I can move them with my thumb, so I assume they are a bug of some nature. The tree lives inside during the winter and gets moved outside in the spring.

The small spots you see on your Meyer lemon leaves are scale insects. They feed on the plant sap. You can remove them by hand or with a small brush. When your plant is outside during the summer, you may get some natural pest control with the help of beneficial insects (natural enemies). https://extension.umd.edu/hgic/natural-enemies-0
If the problem persists, you could spot-treat the scale with horticultural oil.
