Distress turf grass #458848

Two adjacent neighbors. Will call them A and B.
Neighbor A exhibited likeness to picture last season, amended the soil and re-seeded this year where spots of distressed grass are coming back.        
Neighbor B (pictured) is now exhibiting same issue except much more severe.
Are animals causing this? Is it fertilizer application issue? What is visual telling? Appreciate your insight and for courtesies extended.

 It is difficult to fully diagnose based on pictures. It is possible that you are dealing with asocochyta leaf blight. We see this when cool weather  is followed by hot summer conditions.Here is a fact sheet that outlines what to look for and how to treat it:
