Scales on Ornamental Flowering Purple Leaf Plum Tree #458499

My tree didn't flower or leaf out. It is about 5/6 yrs old. I believe it has scales. I thought it was moss or linchen on the tree.  It has started to leaf all along the trunk and large branches (new growth). I just used Bayer Advanced 12 month Tree & Shrub Protect  & Feed on all my trees & rose bushes. What can I do to save the tree?

Suspect disease when there are no buds at all. Verticillium wilt, caused by a fungus, is common in maples and can be diagnosed if the wood is streaked. Unfortunately, there are no controls for this problem. Some trees, like fruit trees, fail to leaf out simply because they did properly chill over the winter.

The above is all that I can find for your issue. In my reference book, there is no mention of scale on plums.
