What is this white, kind of , fluffy debris on the plant leaf? #458101

We are coming upon this strange white stuff found occasionally in the garden, targeting no plant in particular. Any ideas? Doesn't seem to be doing any damage at the moment. It blows off easily.

Look at the stems above the leaves to see if there are any holes. It looks like frass is being thrown out from an insect drilling a hole into a stem above the leaf (possibly from carpenter bees).
