Red and Black Bugs #457314

These bugs seem to be swarming on my plants. I can’t figure out what they are. Can you? Thanks! *Edit--we have now identified these as Azalea Plant Bugs (Rhinocapsus vanduzeei), but cannot find information about whether they harm plants. They do bite humans, as we've unfortunately noticed, but will they cause plant damage? Thanks.

This is an azalea plant bug.  They are not seen that often.  They don't cause much plant damage and just give a tiny bite if they happen to land on you.  Wear gloves in the garden and No control is necessary.
