A few of my plants (penstemon, anise hyssop, coneflower) are showing leaf damage. I’m wondering if this little red bug is the culprit. I have seen it on a couple of plants. Just 1 at a time and it runs pretty fast.

This is a four-lined plant bug nymph. These bugs feed on plant sap and, as you've noticed, they are fast movers. The good news is that they have only one generation per year, and the plants typically will grow out of the damage.
