What creature could have laid these eggs? #457144

Hi there,
I just noticed what appears to be eggs that look like grains of rice in webbing in my rock garden. Do you know what could have laid these eggs?

At this point we do not know exactly what insect they are. They are the pupal stage of a midge. We have a sample in the office and are waiting for the insect to emerge so we can identify it. You can remove them with a Q-tip dipped in alcohol (rubbing) if you want, that way you don't have to worry about the insects attacking anything in your garden.
