Nice pictures! The disease is cedar apple rust, a common fungal disease.

Bill Shane! Thank you for your response to our posting of our problem. Our Fifty plus year old orchard of primarily Red Delious apples has been in decline for the last several years and these Juniper trees have been seeded by the bird population across our ten acres. Not sure how we will combate this problem, but thank you for your time and information.
