grub?- in garden soil #455139

when digging to put in tomato plants, I am finding some of these hard-shelled grub-like things in the soil , a few inches underground. They are brick-red to brown in color, about 3/4 " long, 1/4 inch diameter, and seem to have thin lines cross them. I cut one in half and it's got thick white goo (scientific term) inside. Pictures of exterior and interior are attached. What are these and should I be destroying them?

These are not grubs.
They are pupal cases (a lifestage), but we can't be sure of what. Possibilities include cutworm larvae,beetles or fly. 
There is nothing you need to do, but as you come upon them, just toss them out of the garden as welcome food for birds raising their young.
