We’ve recently purchased some land in the Wet Mountains of Colorado. We noticed an unusual growth on one of the trees—is this dwarf mistletoe? And if so—does it need to be eradicated?

That does look like the "witches brooming" that is often associated with drawf mistletoe. I cannot span in on the pictures well-enough to see the mistletoe or not (too blurry).
