Hello! I was hanging halloween decorations in my 4 story tall tree when lots and lots of these guys started falling. Are they a threat to the health of the tree?

Hi Katie,
Your photos were an excellent help in determining what you are dealing with. It took us some time to properly identify the insect but after some days of debate have determined it to be a pine aphid, Essigella species, which feed on pine trees. Below are links to fact sheets that explain better what we're looking at.
The first has photos we used in identifying your aphid, the second contains information on the aphids, common types of damage, and when and where you can find them. In any case, other than being annoying they should not cause any real damage to your tree or yourself.
