This plant is Dierama pulcherrimum. Common names include wandflower and angel's fishing rod. I have seen it grown well in the Portland Metro area. It is slow to establish a large clump. Check area nurseries, including online specialty shops. The sellers should be able to offer advice on siting it in this area.
Here is a blog posting about the plant from the University of Washington Botanic Gardens. Cultivation notes would be similar for Portland. https://botanicgardens.uw.edu/about/blog/2016/07/28/august-2016-plant-profile-dierama-pulcherrimum/
