What is in my Blue Spruce? #412317

Can you identify this for us?
See photos, we noticed this in one of our blue spruces.
Not sure if it's some kind of infestation, or a simple nest of some kind.

Interesting photo, there are several insects that might leave webbing in a spruce but this does not appear to be an insect or disease issue to me.  Are there any larvae or insects in fluff?  If so could you send a picture of them?   Are there any other signs of insects like chewed needles or sawdust? Either way the easiest thing to do is to use a hose and wash it off the tree.

It's about 25-30 feet up. I literally put some binoculars in front of my camera. That's the best pictures I can get.  There's lot of squirrels leaving fur on the pine needles. Perhaps some enterprising critter built a nest?
I saw a photo online of a small bird called a bushtit and their nest was the closest image I found. They are in this area too.
Whatever it is, it looks vacant and no longer used. The tree looks healthy.
