I have a large oak that the leaves are curling up on and it is progressing quite rapidly. It also has galls but I don't know if the two are related or not. Any identification or help with what's wrong would be greatly appreciated.

This is called “oak leaf blister” (Taphrina caerulescens) and is a fungal infection that tends to occur in wet years. The good news is rarely does damage to the tree, though makes the leaves look unattractive. Susceptible trees may be under additional stress. Treatment options include normal tree TLC and observation. Fungicides are not recommended. Although the leaves turn brown in the blister-affected leaf-cells, the tree will not likely will not suffer any damage, unless a substantial amount of defoliation reduced the growth or the tree has predisposed stress and is more susceptible to other organisms.
