My friends dogwood tree leaves were all eaten off and now there is white foam on some of the branches. She wasn't home when this happened so she did not see what did it. What happened?

Spittlebugs make foam as they chew on the plant. Usually the damage is not as severe as your friends tree damage. I would hose off the tree and watch for more foam. The tree may grow some new leaves. If there seems to be dead branches next spring then she will need to prune out the damage but I would wait and see.
