I'm finding these eggs on my kale Do braconid wasps lay their eggs on foliage? Or these something I should dispose of? If they are braconid wasp eggs should I place them back on the garden soil? Thx

These are the cocoons, not the eggs, of one of the braconids wasps. You may be more familiar with the cocoons often seen on a tomato hornworm: http://extension.umd.edu/hgic/braconidsichneumonoid-wasps If you looked under that pile of cocoons, you might be able to distinguish the remnants of a caterpillar such as the cabbage worm, which was parasitized.
