You will need to do some detective work to discover why your Burning Bush Shrub, winged euonymus has brown stems and wilted leaves.  Disease, insects, and animal feeding are all possibilities. This link will help you diagnose diseases of burning bush.

Rabbits, mice, and voles may chew off the bark during periods of heavy snowfall when there is a scarcity of food.  Rabbit damage will be found at the snow line. Mice and voles damage will be found underneath the snow line or mulch.  Examine the affected stem from the tips to the base of the plant to see if you can see any sawdust or bark missing there.

If these sites do not find the cause then you could send a sample to the plant disease clinic.
