Pests on crab apple tree #407397

I have a crab apple tree that is infested with some kind of insect, I think, and I was wondering if you could help me identify it and give me some ideas on how to treat it.  I don't think it is aphids but whatever it is excretes something similar to honeydew.  It is very sticky and it is everywhere under the tree.

I have attached a couple of pictures.  The closeup picture shows little white fluffy balls and when broken open they are red inside.

Thanks for sending great pictures! Due to the shape of the tree, and the leaves in the picture, the tree appears to be a hawthorn. The insect is a hawthorn mealybug. and CSU has put out a fact sheet loaded with information (including treatment): http://bspm.agsci.colostate.edu/files/2013/03/Hawthorn-Mealybug.pdf
