Is this a type of fungus on my Oak leaf holly #406658

Name, age and/or size of plant: Red oak leaf holly, 4.5 years old, 6-8 feet tall, have about 12 plants as a hedge When was the problem was first noted: the plants have had multiple problems since early on in planting them,, when first planted, did not water adequately then had harsh winters with a lot of die back on one side where there was more wind and sun exposure, I think this new problem in the pictures started several years ago What part of the plant is affected? entire plant and all plants Have symptoms progressed or changed? progressed. Growing conditions; shade on one side and part sun on the other, Soil problems (compacted soil, construction activity, poor drainage): dry conditions, wooded area- some clay Pesticide and fertilizer applications; Use Lawn Plus to fertilize (fall) and apply pesticide (during summer)

We viewed your photos.  This does not look like a disease or insect issue. The hollies are trying to establish themselves and have been subject to pretty rough growing and site conditions (winter damage, construction, compaction, etc. )  Hollies can tolerate partial shade but will be slower growing.  

Not clear if you are using a company for the lawn only or shrubs also.  Do not spray unless the pest or disease has been identified and you know what you are spraying for.

The new growth looks pretty good. At this point, all you can do is make sure the shrubs are watered during dry periods.  Mulch should be no thicker than several inches and keep away from the base of the trunks.  Look around the base of the shrubs and make sure they are not planted too deeply.
