I am so sorry for the damage.  Most of what you list can be found started at a good garden center probably on sale right now.  Carrots are rather slow to come up so maybe not them but as they are a root crop, they may still recover.  The soil is warm this time of year so things like squash and cucumbers sprout quite quickly.  I would purchase decent size tomato plants, however.  The tiny plants only 3" or so tall may mature too late.  If you had potatoes in the ground you can see if they sprout again but I would not replant them again.  Beans pop up quickly.  Unless you have more room than you photos show, broccoli and cabbage will take up too much room.  Good luck.
