Dying tree? #405730

Can anyone tell me what may be going on with my plum tree? I have four in a row and the third to last (shown) has few leaves. We're currently in June and we have had unseasonably warm weather with some wind. The others are skimpier in terms of leaves than usual

It's difficult to see but I do notice that they're surrounded by concrete. Sometimes in circumstances with limited volume and several trees planted close together, competition finite resources may cause the weakest tree to be crowded out.
