dug up 1/2in soil and reseeded three weeks ago. no new seedlings coming up.

Water. This a very common problem due to the fact that all evergreen plants use water in the winter. If no water is provided in the winter especially on the south and west facing sides the tree will rob the lawn of water and allow turfgrass mites stressed grass to feed and breed in. here is a link to the factsheet on turfgrass mites: http://extension.colostate.edu/docs/pubs/insect/05505.pdf
