Wye oak progeny, maybe 12' trunk but 20+ feet tall #400162

we see several galls?--whitish, fibrous patter, brown spots on points--don't match your photos no growth remains distal to the lesion, the mass includes some stems & associated leaves

It would be helpful to see a photo of the type of gall you have, but based on your description of it, it might be a wool sower gall. Take a look at this publication from the Virginia Extension and see if the wool sower gall looks like what you have:

Galls are caused by wasps and most galls do not cause serious harm to trees.

Yes, that is a wool sower gall. These are caused by a tiny wasp (Callirhytis seminator), the wool sower wasp. http://bugguide.net/node/view/180960/bgimage
