Probably Golden Rain Tree, Laburnum anagyroides. I am presuming this is a tree as the pictures do not make clear whether it be bush or tree. It is in the legume family as shown by the pea-like flowers and the leaves are trifoliate. The flowers are fragrant. The pods are toxic and should be kept from pets and children.
