Kentucky Bluegrass #391408

I just bought a house on a lake, the soil is very moist and has grass but I would like to plant Kentucky Blue. 1. Can I seed over the existing grass and will the Kentucky Blue take over the existing grass? 2. What can I use to kill the small broad leaf weeds that will not be harmful to the lake? Picture 1 is the type of weeds I want to get rid of. Picture 2 is my existing grass.

Although overseeding can improve lawns, substantial preparation and effort are needed to significantly change the composition of grass species. Limit lawn herbicide effects on lake water quality by following these practices:

Always follow label directions.
Keep products off impervious surfaces such as driveways and sidewalks.
Spot treat areas rather than use blanket treatments whenever possible.
Establish a buffer strip adjacent to the water where no pesticides are applied.
