Evergreen tree has yellow, brown needles with black spots #391032

Hello,
One of our evergreen trees is turning yellow and brown.  Nearly all needles have numerous tiny black spots.
The tree has suffered much needle drop the last two years despite deep root watering.
I have attached images of the tree and its needles.

First off, your tree is a Pinyon pine. The black dots are an insect called the Pinyon needle scale or (Matsucoccus acalyptus). This insect is causing the needle discoloration and early needle fall. Manage this scale insect in May once the female scales migrate to the trunk of the tree to lay eggs. Insecticides containing an oil or wetting agent have been show to be the most effective. READ ALL insecticide label directions before making an application or hire a certified pesticide applicator to manage this pest.
