This appears to be one of the euonymus.  There are several shrubs and vines in this family.  Some are invasive in the U.S.

In the photos, this doesn't look much like a vine, more like a shrub. If it is low, or "running" along the ground about 1 foot high or less, and rooting where it touches soil, it could be the native shrub known as Running strawberry bush. If so, that would be a very good thing and worth preserving.  The fruit capsules of euonymus have an outer covering that opens to reveal the fruit.  Very brightly colored.  You can find photos and more info online.

For a more positive identification, you can send us photos of the berries when they get more mature. Also, a photo showing the growing habit of the plant would be helpful for id purposes. There are also non-native euonymus that are destructively invasive, so it would be worth pinning down your shrub's id.
