can i move them before the leaves fall off this fall? Is spring better?

You should not transplant raspberries until the leaves have fallen off. You can transplant them in either late fall or early spring when they are dormant, i.e., after the leaves have fallen off, and before the leaves or leaf buds reappear. You can prepare the ground now where you will be transplanting them. You will need to mulch them well.
