White dots on spruce tree #370163

Hello, We have a spruce tree that we planted two years ago. I just noticed it has developed white tiny spots on a lower section. What can this be? Treatment? I have attached pictures. Thank you!

From the pictures it looks like you have Pine needle scale. There are parts of the of grand count y that we have seen a infestation in needle scale. I have attache a fact Sheet that give some information on the insect and then also some treatment options.
