Possibly yes. It does not appear to be a disease. Some of the live needles on lower branches appear to have an insect called pine needle scale OR some injury by spider mites. I cant tell for sure because I cant enlarge photos enough. Both pine needle scale and spider mites could cause needles to brown and shed prematurely.
If lower live needles look like those in photo 1 below, they are infested with pine needle scale; if needles show whitish "flecking" as in photo 2 below, they may have been injured by spider mites.
The top 90% of the spruce looks very good. Suggest you prune out the lower twigs with all-brown needles.
You may want to bring us a 6-12" long cutting of the lower affected twigs with live needles. For a nominal fee we will observe the sample under a microscope.
