What is on the bottom of the leaves??

Hi. This is an aphid, the oleander aphid. At this time of year the best way of control is a spray of water from a hose end or cutting down the stem(s) where you are finding them. Chemical control is not usually recommended, especially since pollinators visit these plants. I often find these aphids on my orange butterfly weed at the end of the season and never do anything to try and control them!
