For optimal results what is the best time to sow winter wheat, and at how many pounds per acre (broadcast sowing).

Great question!
Winter wheat can be planted from September through October if planning to graze livestock on the crop. If planting for grain only, the crop can be planted anytime from mid-October through November.
General seeding rate for wheat using a drill planter is 60 lbs./acre. Increase by up to 50% if broadcast planting. So, roughly 90 lbs/acre for broadcast.
